‘Community trigger’ to tackle crime

What it is?

The community trigger is a new way for individuals to request a review of their anti-social issues if they feel that action has not been taken.

People can use it if they have reported three incidents of the same anti-social behaviour issue in six months to the police, council or a housing association. These agencies will then meet to discuss how the anti-social has been addressed and what more can be done to achieve a sustainable solution.

What are the benefits?

Although different organisations have their own powers to tackle anti-social behaviour, working in isolation can lead to the “bigger picture” being lost. For example if the victim makes several separate complaints of low-level anti-social behaviour to different agencies, the full impact on the victim cannot  be assessed.  But by meeting and sharing information, the underlying issues can be brought to light and addressed by the different organisations pooling their respective civil and criminal powers.

Do I qualify for a community trigger?

You must have reported the anti-social behaviour to your council, police or Catalyst (social landlord) within one month of the alleged behaviour taking place

  • You have reported three separate incidents of anti-social behaviour in the last six months and no action has been taken as a result of you reporting it
  • Your application for a community trigger is within six months of the report of anti-social behaviour

How do I request a trigger?

You need to contact your local authority and give them following details:

  • dates of each time you’ve complained
  • details of where you complained (name, organisation and/or incident reference number)
  • information about the anti-social behaviour

Do I no longer need to report anti-social behaviour?

The community trigger cannot be used to report general acts of crime nor does it replace existing complaints processes. Instead it’s there to make sure different organisations work together to resolve an issue.
