In 2014 Catalyst purchased the land at Toplocks, located between Maypole Dock, a spur of the Grand Union Canal, Toplocks Estate in Southall, and our sister site at Havelock Estate, which we are currently regenerating.

In early April 2016, we submitted a planning application to the London Borough of Ealing to build 26 affordable homes, along with associated access roads onto Glade Lane and McNair Road, car parking, landscaping and a new footbridge over Maypole Dock to create a new pedestrian/cycle link.

The planning application was approved by Ealing Council’s planning committee in August 2016(opens in a new tab).

The new development will be used as decant accommodation for our Havelock Phase 2 project and consists of 100% affordable rented houses, duplexes and an apartment, each of three and four bedrooms. Construction started in 2018.

Conservation

Toplocks is currently designated as a Site of Importance for Nature Conservation (SINC) and is part of the wider Local Significant Industrial Site (LSIS) area.

It was agreed with Ealing Council that in order to build on the ecologically bio-diverse site, Catalyst would need to capture the endangered slow worm population on the site and relocate them to the adjacent Glade Lane Canalside Park and also re-provide lost greenspace and habitat; achieved by creating green roofs on a number of the new homes.
