Joe Marshall has been promoted to Managing Director, New Homes (Counties), having previously been in the role of Land & Partnerships Director since May 2019. He takes over from Andrew Almond, who has served as interim MD for the past 12 months.

In his new role, Joe will oversee the delivery of new homes across our Counties region, with a particular focus on the Oxford-Cambridge Arc. As the need for high quality affordable housing continues to grow, Joe will help form and deliver Catalyst’s strategy to build more much needed affordable housing across the Counties and he has reaffirmed Catalyst’s ambition to deliver hundreds of new homes each year in the Counties.

Joe is a seasoned development professional with extensive experience in the affordable housing sector. He has a proven track record in the delivery of large scale and complex residential developments including joint ventures and partnerships with the public sector. He is also an accomplished new business professional, having led the acquisition of the Webbs Industrial Estate in Waltham Forest, the Harrow Station sites with Transport for London and to be Oxford City Council’s development partner for the regeneration of Blackbird Leys.

Catalyst currently has a number of projects in delivery across the Counties, including the award-winning Kite Meadows development in Princes Risborough, the 270 home and 100% affordable Newman Place scheme in Littlemore, Oxford and two projects in Dunstable, the Printworks and Tavistock Place.
