Catalyst prepares to build 100% social rent scheme
Catalyst is beginning the construction of 26 new homes for social rent on a vacant site in Southall, West London, with Bouygues UK Limited as principal contractors. The site is adjacent to the Havelock estate, which Catalyst is regenerating in partnership with Ealing Council.
The site, currently Toplocks Depot, will provide a vital link between existing neighbourhoods, with improved access roads and provision for parking. Catalyst is also delivering a footbridge over the adjacent dock, creating a new pedestrian and cycle link to the Havelock estate. The new bridge supports the Mayor of London’s goals to improve access to nearby green space.
Designed by Conran + Partners, the scheme will protect and enhance the area’s biodiversity and green space. It will include new landscaping, green roofs on a number of the new homes and a central green with a play space. Catalyst has also committed to planting an orchard in the nearby Glade Lane Canalside Park.

Notes to the Editor:
Catalyst bought Toplocks Depot on the open market in 2014. The planning application was initially approved by Ealing Council’s planning committee in August 2016, after a consultation which was advertised to local residents.
The scheme will be funded in part through a Housing Zone Grant Agreement with the Greater London Authority (GLA). The grant makes it possible to develop the site so that all of the 26 homes can be let at a social rent. The scheme also supports the Mayor of London’s Opportunity Area Planning Framework (OAPF) by opening up pedestrian and cycle access to the neighbouring Glade Lane Canalside Park.
The Toplocks site is a Site of Importance for Nature Conservation (SINC) and is part of the wider Local Significant Industrial Site (LSIS) area. Catalyst has committed to protect the site’s biodiversity as a condition of planning permission. Our approach to this includes the landscaped green space, green roofs and an orchard to be planted in Glade Lane Canalside Park, as well as carefully relocating the site’s protected slow worm population.
Catalyst won the competition to regenerate Havelock Estate in Southall in May 2012. Since then we have been working in partnership with Ealing Council to replace existing homes with a mix of new houses and flats for social rent, shared ownership, private sale and fixed equity; and to rehouse current residents, the majority of whom will move into new homes on Havelock and become our tenants.
We will retain 154 existing homes and build 922 new homes, of which 39% are for social rent and 48% are for private sale. The scheme also includes a redesigned canal-side area and open spaces. As part of the regeneration, we’re providing community-building and diversionary activities, employment support and training opportunities including apprenticeships in construction.
